Conversions are mostly for the Prius, with a few for the Ford Escape/Mercury Mariner hybrid SUVs. The easiest conversions are for 2004-2008 Prius (not 2001-2003 Prius) and the Ford Escape/Mercury Mariner Hybrid. Though costs are now high, we believe automakers could sell PHEVs for only $2,000-$5,000 more than current hybrids.

Despite this, a 2003 EPRI study , assuming only $2/gallon gas , zero buying incentives, and a PHEV premium of $3-$5,000 more than standard hybrids, shows that the total lifetime cost of ownership for a PHEV will be lower than that of any other vehicle type -- so the payback will be there. By then, theyll probably cost well under $1,000.

Virginia will stop following California’s stricter emissions standards, which would have put the state on track to end sales of nearly all new internal-combustion cars by 2035, Governor Glenn Youngkin announced last week. So Youngkin plans to revert Virginia to the federal emissions standards on January 1, 2025.
