The founders of Google have made personal investments in Tesla as befits dotcom billionaires, and they're converting Priuses to plug-in hybrids for the company fleet with battery maker A123. I hope Google is realizing that their plug-in hybrid fleet could probably mostly be all-electric cars.

Think has also established partnerships in the U.S. Think Global was formerly known as Think City, a prior Ford Motor Company ( F ) acquisition and part of a now-defunct Think division at Ford. The Think City was short-lived in the States with production halting in 2002 after just 1005 cars had been assembled.

Of course, EVs that arent designed for battery swaps wont use it, and plug-in hybrids wont need it. The other proposal that makes some sense is adding on-the-fly charging to carpool/hybrid lanes on highways that many states already have. Battery swapping wouldnt make economic sense without a considerable degree of standardization.
