Iowa is about to adopt an additional “electric fuel excise tax” on July 1, meaning EVs in the state will now pay “fuel” taxes two different ways, whereas gas cars only pay one – and both of these taxes are higher than what a gas car pays.

Iowa Governor Terry Branstad signed into law a bill ( Senate File 257 ) which, among other things, raises the state’s fuel tax while providing a small incentive for biodiesel. A provision of the bill gives a partial exemption to the new tax for diesel blended with at least 11% biodiesel (B11).

Other state DOTs also are researching alternative financing methods to supplement or replace a gas tax. The state of Oregon conducted a similar study completed in November 2007 and Iowa, Nevada and Texas are among several states currently researching mileage-based user fees.

Direct transportation (fuel) taxes generate the greatest reductions in CO 2 emission from transportation, achieving CO 2 emissions at 86% of 2005 levels by about 2025. While CO 2 prices are equivalent to fuel taxes, CO 2 prices at their projected levels are far too small to create a significant incentive to drive less.
