The Obama Administration will expand oil and gas development and exploration on the US Outer Continental Shelf, while protecting fisheries, tourism, and places off US coasts that it says are not appropriate for development. President Obama is withdrawing Bristol Bay from consideration for oil and gas development through 2017.
Under President Obama’s national fuel policy ( earlier post ), the EPA and the Department of Transportation’s NHTSA (National Highway Traffic Safety Administration), are jointly developing a new harmonized national policy intended to reduce fuel consumption and greenhouse gas (GHG) emissions for all new cars and trucks sold in the US.
Shortly after taking office in January, President Barack Obama directed EPA to assess the appropriateness of denying the waiver. EPA also found that the California program meets legal requirements regarding the protectiveness of public health and welfare as well as technological feasibility.
The current California program constitutes a separate set of rules with minor variations due to separate legal structures but is designed to parallel the proposed federal joint rulemaking the Obama administration announced last summer.
In granting the waiver, the EPA found that California continues to have a need for its motor vehicle emissions programme, including the greenhouse gas standards and also found that the programme meets legal requirements regarding the protectiveness of public health and welfare.
