Broadly, Navigant expects expansion in both the higher end of the market (thereby putting competitive pressure on Tesla Motors), as Audi, BMW, Cadillac, Mercedes, Saab, and Volvo introduce their first plug-in cars. Tesla Motors will have a bumpy year. Selling in new markets will also be a test for Tesla.

Fleets don’t want to go electric at scale until they’ve done years-long pilots, but the Advanced Clean Trucks regulation will artificially constrict that timeframe. Lots of fleets will be placing orders for heavy-duty EVs over the next few years. So, Tesla can make more margin selling ten Model 3s than they can on one Semi.
