Vehicle performance standards based on greenhouse gas emissions are more effective than fuel economy standards because they cover non-CO 2 gases and address the different carbon intensities of different fuels. To prevent manufacturers and consumers from circumventing the standards or fees, no model or fuel should be exempt.

Provisions include: A maximum credit of $2,500 is available for electric drive low-speed vehicles, motorcycles and three-wheeled vehicles. Energy-Efficient Federal Motor Vehicle Fleet Procurement. The conference agreement follows the Senate version with substantial modifications. Minimum capacity of a qualified battery is 4 kWh.
