The Pacific Northwest has the diverse feedstocks, fuel-delivery infrastructure and political will needed to create a viable biofuels industry capable of reducing greenhouse gases and meeting the future fuel demands of the aviation industry, according to a newly-released study by Sustainable Aviation Fuels Northwest (SAFN).

The state of Oregon conducted a similar study completed in November 2007 and Iowa, Nevada and Texas are among several states currently researching mileage-based user fees. Minnesota’s Road Fee Test project will be another in a series of technology demonstrations that are being conducted as a part of this federal program.

The study found that people would have been more likely to upgrade their cars if rebates had been less and if they had been offered as straight discounts—not trade-in refunds. Under the federal program, buyers could get a $3,500 or $4,500 rebate, depending on how much more efficient their new car was.
