The board is trying to determine whether bolts that would have kept the panel from moving and opening were missing or installed incorrectly.

That pace collapsed to virtually zero soon after the second crash, in Ethiopia, when regulators around the world grounded the plane. The Max was introduced in response to a new fuel-efficient plane from the European manufacturer Airbus. Boeing increased production from about 42 Max jets a month in early 2017 to about 52 the next year.
