The Federated States of Micronesia submitted a similar proposal on HFCs as well. HFC emissions controlled under the Kyoto Protocol would not be affected by either the North American or Micronesia proposal. This is 10 to 20 times the mitigation under the Kyoto Protocol’s first commitment period assuming full compliance. C, says IGSD.

Micronesia, for one, is proposing the use of the Montreal Protocol treaty to phase out HFCs as the most important fast-action strategy for saving their island.
