At the conclusion of the International Negotiating Committee on Mercury ( INC5 ) meeting in Geneva ( earlier post ), nations agreed on a global, legally-binding treaty to prevent mercury emissions and releases. The negotiations were initially looking to set thresholds on the size of plants or level of emissions to be controlled.

Twelve European Union Member States exceeded one or more of the emission limits set by the EU National Emission Ceilings (NEC) Directive, according to recent official data for 2010 reported to the European Environment Agency (EEA). This will offset any expected efficiency gains and lead to an increase in emissions by 2050, not a reduction.

The NGO Transport & Environment (T&E) reports that developing countries, led by China, India, Brazil, South Africa and Saudi Arabia, have blocked what would have been the first global agreement to cut carbon emissions from ships. Fuel efficiency standards are key to cutting greenhouse gas emissions across the transport sector.
