This catch-22 - you need the polluting engine running to keep the emissions mitigation running - has regulators including the California Air Resources Board (ARB) frowning upon PHEV conversions. Third-party and DIY converters can't muck with every system on a car. It also spreads doubt about the enviro bona fides of plug-ins.

Conversions are mostly for the Prius, with a few for the Ford Escape/Mercury Mariner hybrid SUVs. At that point, we expect the aftermarket companies prices to have come down sufficiently so that their conversions will be attractive to owners of hundreds of thousands of hybrids already on the road. So far, most start as hybrids.

The vans themselves are based on the concept Town and Country EV that was unveiled last Fall by Chrysler. However, because of the duty cycle used by the Postal Service, which generally amounts to only about 18-20 miles per day on a fixed route, these vehicles are being built without the range extender seen on the concept.

Not to mention the parts you most definitely could sell from the running gear. Its a Lotus.
