Montenegro leaped 48 slots, from 89 th place in 2010 to 41 st in this year’s ranking. Industry and policy makers around the world have emphasized the importance of reducing sulfur limits in fuels for more than a decade, but variations remain. Overall, the majority of countries are moving toward low-sulfur, cleaner fuels.
