The Pennsylvania Department of Environmental Protection (PA DEP) awarded $516,637 in clean diesel grants to four organizations. Recent monitoring indicates these counties’ particulate matter levels are meeting the standards, but continuous compliance must occur before EPA will grant an attainment designation.

This grant fulfills several key elements that the California Air Resources Board advanced in March when it directed staff to consider new pilot projects that further advance access to clean mobility, especially for priority populations.

Like the Recovery Act-funded projects, the annual Clean Cities projects include grants for vehicles, infrastructure, and education. The initiative also includes projects to educate the public about the benefits of using clean burning, domestically produced natural gas in vehicles. Total DOE award: $14,997,240.

Existing law exempts certain clean, alternative-fuel vehicles from these occupancy requirements, so that a vehicle with a sole occupant may use an HOV lane—if the vehicle displays a Clean Air Vehicle sticker. This program expires on 1 January 2015. Yellow HOV stickers (expired).

The funding comes on the back of the DOE’s announcement that it had selected 23 projects for up to $15million in annual appropriations funding with the Clean Cities project including grants for vehicles, education and infrastructure.

Their “Clean Bus Program” is targeted explicitly at replacing gas and diesel buses with clean alternatives. Along with funding the electric buses , the EPA’s grants will also be used for charging infrastructure projects for the buses. Schools have responded positively to the EPA program.

On the utility side, Rocky Mountain Power offers incentives to commercial customers in Utah that cover 75% of the costs, ranging from $1,000 per Level 2 charger up to $42,000 per multiport DC fast charger.
