The federal government’s Cash for Clunkers aims to stimulate the economy, provide relief for automobile manufacturers and reduce greenhouse gas emissions. A gallon of gasoline creates roughly 20 pounds of carbon dioxide when combusted. It was funded by the Energy Institute and the Institute of Transportation Studies.
