The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.

Probably the most needed and least controversial proposed change is the elimination of the phaseout of the tax cap that begins in the quarter after a manufacturer sells 200,000 BEVs or PHEVs in the US. Front and center is the Cadillac LYRIQ pictured below which currently has a base MSRP of $58,795. 4,000 Base Tax Credit.

Battery is under 10kWh: Currently only five PHEVs would not meet the proposed 10 kWh threshold: Toyota Prius Prime (8.8 kWh) Hyundai IONIQ PHEV (8.9 kWh) Kia Niro PHEV (8.9 With Chevrolet Bolt production halted, the Prius Prime is likely to finish 2021 in third (after the Tesla Models Y and 3) or 4th after the Toyota RAV4 Prime.
