One of the proposed changes to the federal EV tax credit that has flown a bit under the radar is also one of the most political and protectionist in nature. Effective January 1, 2022, electric vehicles with final assembly* (see definition at the end) in China would no longer qualify for IRC 30D (federal EV tax credit).

The $12,500 electric vehicle tax credit proposed in President Joe Biden’s “Build Back Better” plan is being labeled as “discriminatory” by Mexican Economy Minister Tatiana Clouthier, who said the country is analyzing legal recourse and other actions, including potential tariffs against the United States.

Building on LCFS policies already adopted in Europe, British Columbia, and California, the researchers looked at potential costs and benefits of reducing the carbon intensity of transportation fuels by 10 to 15 percent by 2030. We have done so in a companion report, National Low Carbon Fuel Standard: Technical Analysis Report (TAR).

And then, each carmaker has a different portfolio, so Ford, which still has tons of room on its EV tax credits, is in a different position than GM, which is why GM did not sign on to [the 2019 California deal] but then later did. It’s also buildings. You better have some steel. That’s huge. It’s not just cars.
