Although these introduced some BEV taxes for the first time, mostly falling on heavy and expensive BEV models, taxes fell harder still on vehicles with CO2 emissions. PHEVs, with their middling emissions ratings, are taxed somewhere in between.

Current federal and state incentives reduce the effective cost of a PHEV and some states may reward drivers with HOV lane access — but do not have any method built in to hold drivers accountable to actually plug in their vehicles.
