Led by the tiny Pacific island of the Federated States of Micronesia, a growing group of low-lying islands and other vulnerable countries are calling for fast action on the approximately 50% of global warming that is caused by pollutants other than carbon dioxide (CO 2 ). million lives lost each year due to black carbon soot.

Reducing HFC emissions under the Montreal Protocol is the biggest, fastest piece of climate mitigation available to the world in the next few years and Minister Ramesh is one of the best-positioned people to lead the world on this important opportunity. The United States, Mexico, and Canada also proposed a similar amendment.

The Federated States of Micronesia submitted a similar proposal on HFCs as well. HFC emissions controlled under the Kyoto Protocol would not be affected by either the North American or Micronesia proposal. This is 10 to 20 times the mitigation under the Kyoto Protocol’s first commitment period assuming full compliance. C, says IGSD.

Alternative gases are available: the hydrofluorocarbons (HFCs). Partly based on this research, the eight nation-states and territories of Micronesia and the Republic of Mauritius have proposed to regulate these HFCs under the Montreal Protocol, although the treaty does not cover these gases.
