Since President Nixon signed the Clean Air Act in 1963, federal regulations aimed at reducing air pollution have gradually grown stronger. Under President Obama, the EPA set the first federal greenhouse gas standard for cars. The Clean Air Act allows the EPA to address pollutants coming out of the tailpipe of a car.
