There is an existing market for electric vehicles, especially among those who can afford the extra cost of limited-production new technology vehicles. There are no cars for sale. For years BMW disparaged electric cars, and poured money into liquid hydrogen ICE vehicles and promoted them ad nauseum.

General Motors is working with communities such as San Francisco to develop a plan of action to establish the supporting technical and policy infrastructure required for broad commercialization of plug-in electric vehicles such as the upcoming Chevrolet Volt. The government sees environmental upsides and a chance for its car makers to gain ground on foreign rivals, since electric vehicles are simpler to engineer than gasoline-engine ones. Making electric vehicles affordable will be critical for them to have an impact on the environment, as vehicle ownership continues to rise quickly.
