Another of the five goals is for the Department of the Navy to reduce petroleum use in its 50,000 strong commercial fleet by half by 2015. Moving to biofuels and electric vehicles will benefit the local communities where our bases are located and will spur adoption of similar vehicles in those neighborhoods.

The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.

With all this, consumers and policymakers alike are hopeful that society will soon greatly reduce its carbon emissions by replacing today’s cars with electric vehicles. EVs have finally come of age.
