Direct transportation (fuel) taxes generate the greatest reductions in CO 2 emission from transportation, achieving CO 2 emissions at 86% of 2005 levels by about 2025. While CO 2 prices are equivalent to fuel taxes, CO 2 prices at their projected levels are far too small to create a significant incentive to drive less.

Other major regions likely to have similar evolution: diesel in Europe currently about 50% of the ICE sales, but that fraction is slowly decreasing. It is the third report in a series that records the research findings of this group; “On the Road in 2020” was published in 2000 and “On the Road in 2035” was published in 2008.
