Reducing emissions of black carbon soot and ground-level ozone would quickly make a considerable dent in the climate change problem and would also contribute to public health and protect crop yields, according to an essay in the September/October issue of Foreign Affairs. Besides a danger to breathe, ozone lowers crop yields.

The California Air Resources Board approved changes to an existing $28 million financial assistance program this week that will significantly help more California independent truckers qualify for the purchase of a cleaner-running vehicle. VIP is part of the state’s overall plan to cut toxic diesel emissions 85 percent by 2020.

Many of the strategies employed to reduce GHG emissions will also work to meet the national ambient air quality standard for ozone in 2032. Since its launch in 2011, the regulation has generated a multitude of unique approaches for cleaner fuels. In 2014 ARB will consider extending the LCFS, with more aggressive targets for 2030.

This phase was conducted at the Southwest Research Institute (SwRI) in 2007 and 2008 and was the basis for selecting one HHDD engine/control system for health testing in Phase 3. Earlier ACES reports (available at ) found substantial reductions in particulate matter and other pollutants in the emissions from both 2007 and 2010 engines.

A longer service life reduces the fleet’s turnover rate to cleaner, lower-emitting engines, therefore increasing future-year emission estimates. Since real-world workboat engines are operating with longer lifespans, the actual nitrogen oxide emission reductions are 52 percent weaker than predicted in EPA’s 2008 Rule calculations.
