Canada Environment Minister Leona Aglukkaq announced that Canada plans to reduce its greenhouse gas (GHG) emissions by 30% below 2005 levels by 2030. Canada formally submitted its target, referred to as an Intended Nationally Determined Contribution (INDC), to the United Nations Framework Convention on Climate Change.

The US State Department has issued a Presidential Permit to Enbridge Energy, Limited Partnership to enable construction of the Alberta Clipper pipeline for the transport of crude oil from the Canadian oil sands to US refineries. This week, the RFA happened to issue two pieces, each touching on the impact of oil sands production.

Natural gas is projected to be the fastest growing fossil fuel, and coal and oil are likely to lose market share as all fossil fuels experience lower growth rates. OECD oil demand peaked in 2005 and in 2030 is projected to be roughly back at its level in 1990. The fuel mix changes over time, reflecting long asset lifetimes.
